Police Arrest Prolific Shoplifters

On June 10, the San Francisco Police Department’s Defend Against Retail Theft (DART) Organized Retail Crime (ORC) Task Force received a request for help from a retail establishment for habitual retail thefts. SFPD worked closely with the retail establishment and conducted the investigation by interviewing retail employees, reviewing surveillance videos and footage, and developing strategic tactics.

SFPD DART investigators were able to identify 2 suspects with the assistance of Tenderloin Station officers and the Daly City Police Department through ongoing inter-agency collaborations. Based on evidence and witness accounts, the estimated total value of stolen merchandise was over $15,000. SFPD DART ORC Task Force subsequently determined there were 17 chargeable cases between April and July 2025, and arrested Samuel Shrimpton and Ryan Twedell for a total of 17 cases at various retail stores throughout San Francisco:

  • 2000 block of Fillmore Street
  • 400 block of Powell Street
  • Unit block of Point Lobos Avenue
  • 1300 block of Castro Street
  • 500 block of Market Street
  • 2400 block of San Bruno Avenue
  • 2300 block of 16th Street
  • 2100 block of Market Street

On July 1st, Samuel Shrimpton (28-year-old male) was arrested on the following charges:

  • 6 counts of Burglary – 459 PC (2nd degree)/felony
  • 8 counts of Grand Theft – 487(a) PC/felony
  • 5 counts of Organized Retail Theft – 490.4(a)(1) PC/felony

On July 11, Ryan Twedell (33-year-old male) was arrested on the following charges:

  • 9 counts of Burglary – 459 PC (2nd degree)/felony
  • 11 counts of Grand Theft – 487(a) PC/felony
  • 15 counts of Organized Retail Theft – 490.4(a)(1) PC/felony and misdemeanors
  • 7 counts of Petty Theft – 459.5(a) PC/misdemeanor
  • Vandalism – 594(a)(2) PC/misdemeanor
